A new water main has been built in some streets in recent years, but nobody publishes a list of the streets where there is none. This page covers what we know about the Saulkrasti network, how we install a spike well for a seasonal house and what support the municipality gives for a connection until 31.12.2026.
The new water main: which streets were connected
The Cohesion Fund project (contract signed at the end of September 2017, completion planned by 2022, €4.43 million in total) built more than 18 km of sewers and just under 5 km of new water mains, and water supply became available to 256 residents. The project lists new water mains on Liepu, Melnsila, Irbenāju, Upes, Zvejnieku, Tilta, Mazā Zvejnieku, Inčupes, Rīgas, Palejas, Baltijas, Ganību and Enkuru iela, as well as Jūras prospekts.
If your street is not on this list, that does not necessarily mean there is no network, and vice versa. We could not find a website for the operator, Saulkrastu komunālserviss, so we check the connection options together with you once you send a request. We also found no published network water quality data.
A spike well for a seaside summer house
Descriptions of the place mention dunes and pine forests, sea wind and salty air, and many seasonally used properties. If the plot has sandy soil, the spike well is driven or drilled in without heavy machinery, and for a summer house it is often a sufficient source: spike well installation in Saulkrasti from €350. We only see how deep the water is and what the layers are on your particular plot when we drill; the neighbours' spike wells are the best guide.
We choose the pump for a summer house by water depth and consumption: a surface pump or a pump station (pump with pressure tank). Sea wind and salty air can damage metal parts and electrical equipment faster, so we place the pump in a closed, dry spot, not in the open. Water pump installation: submersible pump installation from €200, pump extra.
In autumn the system is prepared for winter: drain the pump, the pressure tank and any uninsulated pipes. If you forget, frost can crack the pump housing or the filter vessel. More: winterising the water supply system.
For a house lived in all year round, with higher consumption and several bathrooms, consider a borehole (from €65/m). If shallow water in sand is cloudy or contains iron, the solution is a filter chosen after a water test: an iron removal filter with installation from €600, a water test from €35.
Co-financing for a connection until 31.12.2026
Saulkrasti municipality binding regulations SN 5/2026 (in force from 22.05.2026, expiring 01.01.2027) cover 100% of the cost of a water main or sewer connection, up to €3,500 each including VAT. The support is only for private individuals: owners with low-income or needy household status and no debts to Saulkrastu komunālserviss. The built networks must be presented by 20.11.2026, and no payments are made after 31.12.2026. Building and designing a new water supply system are not eligible costs, and €15,000 is set aside in the 2026 budget.
For everyone else, the connection is your own cost. Technical conditions are issued within a month of receiving all the information, are valid for a year and are free of charge if no schematic connection diagram has to be drawn. A connection is mandatory for a new or rebuilt building if the network runs within the street's red lines and a branch reaches the plot.
The Saulkrasti regulations contain no point on private wells or boreholes. If a house has its own source and decentralised sewerage without a meter, an annex sets a consumption norm of 1.5 m³ per person per month. A spike well or well up to 20 m deep with abstraction of up to 10 m³ per day does not need a licence from the State Environmental Service (VVD). Ask the Saulkrasti municipal building authority (būvvalde) about an explanatory memorandum (paskaidrojuma raksts) for a new source.
