Ādažu ūdens publishes water hardness for each village, so in Ādaži municipality you can say more than elsewhere: where a water softener is worth considering and where it is not. Below are the data, the local rules and the jobs we do in Ādaži and the surrounding area.
Where Ādaži municipality has mains water
Ādažu ūdens runs public water supply systems in nine villages: Ādaži, Kadaga, Garkalne, Carnikava, Kalngale, Lilaste, Siguļi, Garciems and Mežgarciems. Its tariff also applies to Mārsili in Ropaži municipality. The company does not publish a list of streets or villages where homes use their own source, so for a specific address we find this out from your request.
Outside the network are some of the newest detached-house blocks, homes in wooded and low-lying spots, and summer houses by the water. In Ādaži the town's built-up area must be distinguished from the municipality's coastal, rural and military land, and the same goes for water: the town centre and a rural farmstead are entirely different situations.
Mains water hardness by village (2026)
| Village | Hardness, mmol/l | Assessment |
|---|---|---|
| Ādaži | 2.43 | fairly hard |
| Kadaga | 2.23 | fairly hard |
| Garkalne | 2.08 | moderately hard |
| Carnikava | 0.77 | soft |
| Kalngale | 1.09 | soft |
| Lilaste | 2.57 | fairly hard |
| Siguļi | 2.18 | fairly hard |
| Garciems | 3.50 | hard |
| Mežgarciems | 2.57 | fairly hard |
The company states that its drinking water complies with Cabinet Regulation No. 547 on drinking water. That regulation sets no limit for hardness, so this is not a compliance question but an everyday one: limescale in the kettle, on the shower glass and on the water heater's element.
In Carnikava and Kalngale (0.77 and 1.09 mmol/l) a water softener is usually not needed. In Garciems at 3.50 mmol/l, and in Lilaste and Mežgarciems at 2.57 mmol/l, limescale builds up noticeably, and there installing a water softener is a real consideration, especially if the house has a water heater and a dishwasher.
This table does not apply to a house with its own spike well or borehole. Mains water comes from the company's boreholes and is treated, but water from your own source comes from a different aquifer and is not treated. There only a water test shows the hardness, iron and manganese, and we choose the filter by its result.
Spike well, borehole or dug well for a new house in Ādaži
In the lower Gauja valley and near the lakes there are places where water may lie close to the surface, but there are also higher, wooded plots. We do not name the soil or water depth of a specific plot in advance: we start with how deep the neighbours' spike wells and boreholes are and with the data from the nearest boreholes on the borehole map.
- Spike well installation in Ādaži suits a plot where the ground is sand and the water level does not drop below 7–8 m while pumping: that is as deep as a surface pump can still reach. It is the cheapest route for a summer house and a garden.
- A borehole is the safer choice for a permanent home with several bathrooms: denser layers cover the aquifer from above, and the yield changes less in a dry summer.
- A dug well (concrete-ring well) is rarer for new builds, but old rural houses often already have one. Then we start with well cleaning and check the joints.
If Ādažu ūdens builds a water main along your street in the future, keep the duty to connect in mind (see below). After connecting, your own borehole or spike well can stay for watering the garden, but only as a separate system.
Connection and own-source rules in Ādaži municipality
Ādaži municipality binding regulations No. 72/2022 state that Ādažu ūdens issues the technical conditions free of charge within 20 working days, and they are valid for at least a year. The owner builds the connection at their own expense, with a licensed construction company under the supervision of Ādažu ūdens. A new connection or a capacity increase carries a one-off wastewater treatment capacity fee. If new water mains next to a property are put into service in designated areas, the owner must connect within one year (point 15).
The regulations set three requirements for your own source. A network fed by a local source, such as an artesian borehole, must not be joined to the water main, and there must be an air gap between them (point 35). A property with a local source needs a meter (point 16), and the contract application states its technical details. Without a meter, water use from the local source is charged at a norm of 1.00 m³ per person per month.
There is currently no municipal co-financing (subsidy) for connections: binding regulations No. 24/2022 cancelled the earlier support rules SN/2018/3 because the budget had no funds for them, and we found no new scheme. The Ādažu ūdens tariff from 01.09.2026 is €1.42/m³ excluding VAT. At national level, your own spike well or borehole up to 20 m deep extracting up to 10 m³ per day needs no licence.
