The area along Krasta iela and the Daugava is made up of shopping centres, offices, warehouses, car repair shops, apartment buildings and development land. We help with what is on the building's side: the inlet, the utility room and filters, and with a borehole in the rare cases when a business really needs one.
What Krasta rajons is and what Rīgas ūdens knows about it
Krasta rajons is not an official Riga neighbourhood but a commercial and local name for the area along Krasta iela on the right bank of the Daugava, linked to the left bank by the Salu Bridge and the Southern Bridge (Dienvidu tilts). Rīgas ūdens does not use this name in its reports and project pages, so we cannot say in general which streets have the network and which do not. Whether a particular land plot can be connected is shown by the Rīgas ūdens “Service availability” (Pakalpojuma pieejamība) form.
New building: when connection is mandatory
Riga City Council binding regulations No. 17 require a new building that uses water and is not an ancillary building to connect to the public system if one exists and a service pipe has already been built to the boundary of the land plot. On development land along Krasta iela this means: before design work, find out whether there is a service pipe to the boundary, because the whole water supply solution depends on it.
- Technical conditions Rīgas ūdens prepares them free of charge within 11 working days of an application with documents. Before that, any debts to the company must be settled.
- Design On the basis of the technical conditions, the applicant prepares the construction documents. Rīgas ūdens does not design or build private connections itself, but it publishes a list of designers and builders.
- Street network works If the network in the street has to be built or rebuilt, Rīgas ūdens organises it at the applicant's expense under a connection agreement.
- Service pipe to the boundary A service pipe from the street main to the boundary of the land plot, built as a reconstruction, becomes the property of Rīgas ūdens once it is put into service.
Everything beyond the boundary is up to the client: the pipe to the building, the inlet through the foundations, the utility room and distribution. How to plan this part before the foundations are poured: water supply for a new build. The connection process step by step: connecting to mains water.
If the land plot is empty and there is no service pipe to the boundary, the applicant pays for building the network in the street. The rules ease this a little: whoever connects to the same network within 8 years reimburses part of the cost to whoever financed it. For a development project with several buildings or neighbouring land plots, it is therefore worth agreeing jointly before you request the technical conditions.

When a business is better off with its own borehole
Even if the building gets its drinking water from the network, a business may benefit from its own borehole for process water: for car washing, watering the grounds or production. The borehole system must then be completely separate, because the same regulations forbid connecting a local source's network to the public one, including through the building's internal plumbing.
The amount of water sets the limit. Up to 10 m³ per day and 20 m depth, no licence is needed. Above 10 m³ per day you need a licence and a water use permit, and you pay natural resources tax for each m³ above the limit. How to prepare such a project: borehole for a business.
Shopping centres and offices: filters and maintenance
In existing buildings, our work is more often about filters. For an office kitchen, a reverse osmosis filter under the sink works well, from €250 with installation. For catering equipment and coffee machines, manufacturers often require a certain hardness, and then the filter is chosen by the equipment's requirements and a water test, not by a sample from another site. The city's average hardness in 2025 was 1.82 mmol/l, but in a particular building it is better to measure.
Filters that are already installed need regular maintenance: cartridges, membranes, water softener salt. We do this as work charged by time, from €40/h: water filter maintenance.
Delivery traffic and access
Krasta iela, the Salu Bridge and the Southern Bridge give good access, including for a drilling rig, but the nearby Daugava and heavy traffic mean wind, noise and a stream of lorries. On retail and warehouse sites we agree the working day and the spot with the site manager, so the rig does not get in the way of deliveries.
Prices and nearby places
Borehole drilling from €65/m, equipment from €500, a reverse osmosis filter with installation from €250, filter installation and maintenance from €40/h, a basic water test from €35. We price internal water supply work inside the building from the design. The full price list: prices.
