Water treatment and a garden spike well in Āgenskalns - wooden houses and yards on the city water main

Water treatment and a garden spike well (“spice” in Latvian) are the water jobs that usually make sense in Āgenskalns, because drinking water in the buildings comes from the Rīgas ūdens (Riga's water utility) network.

Āgenskalns is not among the neighbourhoods that the Rīgas ūdens 2025 report lists as places with missing or partial services, and in the same year the company renewed water mains here. That is why we rarely recommend a new borehole for drinking water in Āgenskalns. More often we help you choose a filter after a test, check the tap water before you buy a flat or a house, and install a spike well for watering the yard.

What water runs from the taps in Āgenskalns

Rīgas ūdens states that most consumers on the left bank of the Daugava receive treated Daugava water from the “Daugava” water treatment plant, where it is filtered through quartz sand and anthracite and disinfected with ozone. The company does not publish separate data for Āgenskalns, only city-wide averages.

In 2025 the average in the network was 1.82 mmol/l for hardness, 0.11 mg/l for iron and 0.02 mg/l for manganese. Iron and manganese are below the values of Cabinet Regulation No. 547 on drinking water (0.2 mg/l and 0.05 mg/l), and hardness has no limit at all. So the decision about a water softener here is a practical one: whether limescale in the kettle and the water heater bothers you.

In Āgenskalns wooden houses, pre-war masonry buildings and blocks of flats stand side by side, and each has its own internal plumbing. If the water at your tap looks or tastes different from what you expect, a test at the building's inlet and at the tap shows whether the cause is in the city water or in the building's own pipes. That is cheaper than buying a filter on the off chance.

A filter in an old house or a flat: what to choose

If the water comes from the city network, whole-house iron removal is usually not needed, because the water company already controls iron and manganese. In Āgenskalns buildings three other solutions make sense, and we choose each one only after a test.

  • A mechanical filter at the building's inlet: it holds back particles that may come from the pipes and protects the mixer taps and the water heater. In an old building we first look at where there is room at the inlet and whether it can be shut off.
  • A reverse osmosis filter under the kitchen sink: for drinking water and cooking, from €250 with installation. It needs room in the cupboard and a connection to the drain.
  • A water softener: if limescale bothers you, from €600 with installation. It needs a drain for the rinse water and room for a salt tank, which an old flat does not always have.
  • If you already have a filter but the water has got worse, the problem is often a cartridge that has not been replaced: water filter maintenance.

More on the equipment and the order it goes in: water treatment for a private house. Sampling and an explanation of the result: water testing.

A spike well for watering the yard: a separate system only

In the yards and small gardens of the wooden houses in Āgenskalns you can water the lawn and the beds with your own groundwater rather than with metered water (the Rīgas ūdens tariff in September 2026 was €1.41/m³ excluding VAT). A spike well works if the ground holds water-bearing sand and the water level while pumping is no deeper than 7–8 m from the pump. Whether that is true in your yard is shown by the neighbours' experience and by the drilling itself. We cannot promise it in advance.

The main rule: a yard spike well must not be connected to the building's plumbing. Riga's binding regulations forbid connecting the network of a local water source, such as a borehole, to the public system, including through the inlet or the building's internal plumbing. That is why the spike well has its own pump, its own pipe and a marked garden tap that nobody drinks from.

In the regulations a spike well counts as a borehole, so up to 20 m deep and extracting up to 10 m³ per day it needs no licence from the State Environmental Service (VVD). Ask the municipal building authority (būvvalde) about an explanatory memorandum (paskaidrojuma raksts) before the work. How the job goes and what it costs: spike well for garden watering.

Narrow yards, gates and underground services

Kalnciema iela, Slokas iela and Raņķa dambis lead from Āgenskalns to the centre, but many yards sit behind gates or between buildings. A spike well needs no large drilling rig, yet before the work we need to know whether we can drive into the yard and where to put the tools.

On a city plot, the water inlet, sewer, gas or electricity cables often run under the lawn. We choose the spike well's spot so as not to damage them, and further away from wastewater pipes. In your request, say whether the yard is shared with neighbours: then it is worth agreeing on the spot before the work.

If an old well survives in the yard

If the building's yard still has a dug well (concrete-ring well) that has not been used for years, it is worth cleaning and disinfecting it before watering or any other use: well cleaning costs from €150. Then a full test (from €95) shows whether the water has bacteria or nitrates. If an old borehole is no longer used, the rules require it to be mothballed or decommissioned: borehole decommissioning.

Frequently asked questions

Does a building in Āgenskalns need an iron removal filter?

Usually not. In 2025 Rīgas ūdens reported an average of 0.11 mg/l of iron in the network, which is below the 0.2 mg/l reference value. If you still see brownish water, start with a test at the inlet and at the tap: it will show whether the cause is in the building's own pipes.

Can a yard spike well be connected to the building's plumbing to save money?

No. Riga's binding regulations No. 17 forbid connecting a local-source network to the water main, including through the building's internal system. The spike well must be completely separate, with its own pump and garden tap.

Can you test the water in a flat I want to buy?

Yes. We take the sample at the tap, deliver it to an accredited laboratory and explain the result. A basic chemical test costs from €35, with microbiology from €95. After you submit the form, we contact you within 5 minutes.
